u should try maybe a dark shade of blonde or light brown or medium brown the blonde would bring out your eyes. as for the style, u can have your hair curly would side bangs. If your hair's long now, I would go with layers around the bottom and around your face, and maybe honey colored highlights (depending on your hair color now). If your going to dye your hair completely go with a brown or blonde color.

Hey you almost described yourself like me!!!!! Wel, I wanted a new look for this summer, so I cut my hair shoulder length and dyed it Dark Golden Brown. If you dont want it brown go with a mixture of reds.
