You could use big curlers or you can use an curling iron but I am not sure if they will come out that big or you can go to a salon and they can tell you or you can get it done there.

If you have any natural wave at all in your hair, you can get this type of loose large curl by using a curl activator and scrunching it dry with a diffuser on the end of your dryer to keep frizz down. Redken ringlets, Cat Walk curls rock, just to name a few. Cost cutters or J.C. Penney's has a lot to choose from. These are the best I have found.

If your hair is fine and naturally straight. Get a 1 1/2 inch barrel curling iron. Put mousse on the end of your hair strand (dry hair) and curl it. When the mousse is completely dry use your fingers to separate the curls. They will last until you wash your hair.

I don't think many people can get their hair to look as luscious and as curly as that. Most celebrities that wear their hair like that have hair extentions. That's why they look so good. If you really wanna try i would use a really hot curling iron.....whatever size. Just be careful....you could damage your hair if you over do it.
